A bomb disposal team is in Mutley after a man was arrested in connection with a firearms investigation.
Police have cordoned off College Avenue and a number of nearby roads, with a 100 metre cordon put in place.
Residents within the cordon are being evacuated by the police. It follows an earlier major emergency service presence outside Charles Cross police station.
Police have confirmed that officers carried out a warrant at a property on the street.
A man in his 20s, from Plymouth, has been arrested on suspicion of possession of a firearm without a certificate.
