Plymouth City Council at centre of protest and counter protest over flag removal row

Two opposing protests are being organised outside of Ballard House, the head office of Plymouth City Council, on Monday 1 September 2025.

One group plans a flag-raising protest at 1pm over Plymouth City Council’s removal of St George’s flags, while anti-fascist campaigners say they will hold a counter-protest from midday.

Flag Force Plymouth is inviting supporters to “raise the flag outside Ballard House” and to bring St George’s Cross or Union flags. The organisers state the gathering will be “peaceful and lawful”, ask attendees not to cover their faces, not to engage in violence, aggression or hate speech, and to remain on the public footpath.

They say free flags and patriotic merchandise will be available for people showing support and add that they want to “show Plymouth City Council that the people of this city are proud of our nation".

Local anti-fascist groups are calling a counter protest at same location. A post circulated by Plymouth anti-fascists urges people to be there from 12 and claims the flag event is backed by far right groups, adding that such actions should be “outnumbered, confronted, and demoralised”. Their call out frames the response as a stand against hostility to migrants and refugees.

Organisers on both sides have issued messages about conduct. Flag Force Plymouth emphasises staying peaceful and remaining on public footpaths. Anti-fascist organisers call for strong turnout and say they intend to oppose what they describe as "far right activity".

Both groups say they are prepared for a visible standoff, with Flag Force Plymouth pledging to remain peaceful and anti fascists promising to mobilise in numbers.

Plymouth Plus is not aware of any police conditions announced for Monday at the time of publication but have Devon and Cornwall Police for comment.

Residents and businesses in the area are being advised to prepare for potential disruption, with traffic around West Hoe Road likely to be affected during the afternoon. Updates will be provided as soon as more information is available.
