Police and ambulance service vehicles have been seen in large numbers throughout the Lipson area since late morning.
Witnesses have reported a significant presence at the park itself, with officers taping off sections of the area as they respond to the incident.
A spokesperson for Devon and Cornwall Police told Plymouth Plus:
"We were called to Freedom Fields Park in Plymouth at 11.15am on Tuesday 22 July following a concern for welfare for a man. The incident is ongoing."
